Jose Maria has a degree in Law. He has participated in a number of EOMs to Mozambique, Tanzania, Kenya, Serbia, Zambia and Timor Leste.

Heinz has participated in EOMs to Nigeria, Kenya, Indonesia, Liberia, Sierra Leone and Zambia. He was the country expert for the EU EOM to Nigeria in both 2003 and 2007.
